An Ordinance Amending Title 6, Chapter 2 (Nuisance) and Title 9, Chapter 11 (Abandoned, Wrecked, Towing, Impounding Vehicles) of the Village of Orland Park Code of Ordinances
History
The ordinance aims to address public safety concerns related to nuisance motor vehicle activities, mobile nuisance parties, and classic car shows within the Village of Orland Park. It introduces new definitions, operational standards, enforcement mechanisms, and penalties to deter unsafe and disruptive behaviors.
Following a discussion at the 9/21/26 Committee of the Whole, this ordinance was tabled. The ordinance is largely unchanged, except for speed enforcement, which is detailed below.
1. Mobile Nuisance Parties
-Defines “nuisance party” as gatherings (stationary or mobile) that cause public safety threats, obstruct rights-of-way, or require extraordinary law enforcement response.
-Declares motor vehicles participating in such events as public nuisances, subject to penalties including fines and impoundment.
-Establishes prima facie evidence of participation based on vehicle presence and conduct.
2. Classic Car Shows & Vehicle-Based Events
-Requires a Village-issued Special Event Permit for any classic car show or vehicle-based event.
-Sets operational standards: engines off except for arrival/departure, no racing, burnouts, drifting, excessive noise, or other prohibited conduct.
-Event organizers are responsible for compliance; repeated violations may result in denial of future permits.
3. Automated Speed Enforcement
-The speed enforcement provision has been removed while additional due diligence is conducted.
-The separate contract for the “Speed Enforcer” Automated Speed Enforcement System, which was recommended at the 9/21/26 Committee of the Whole, is also on hold during the additional due diligence period.
4. Penalties and Enforcement
-Fines and penalties are detailed in Appendix B.
