Police & Emergency Vehicle Upfitting Services - Change Order #1 and Contract Amendment A
History
RFP #25-060 was issued on November 17, 2025, requesting proposals from qualified businesses to provide and install the specified equipment for police vehicle outfitting, as well as provide and install vehicle graphics. A three (3) year agreement was authorized with Public Safety Direct Inc. of Crestwood, Illinois, beginning January 19, 2026, and continuing through December 31, 2028.
Subsequent to initial approval, additional requirements were identified to upfit Emergency Management Agency vehicles, which were not previously known or accounted for in the original scope. To accommodate these additional vehicles, an amendment to the agreement with Public Safety Direct Inc. is necessary to increase funding on the contract for the initial three (3) year term:
Year 1 (FY26): $110,000.00 initial plus $85,000.00, bringing total to $195,000.00
Year 2 (FY27): $113,300.00 initial plus $85,000.00, bringing total to $198,300.00
Year 3 (FY28): $116,699.00 initial plus $40,000.00, bringing total to $156,699.00
This increases the total three (3) year contract price from $339,999.00 to $549,999.00.
At this time, staff would also like to increase funding on the contract for the two (2) option years:
Year 4 Option (FY29): $120,199.97 initial plus $40,000.00, bringing total to $160,199.97
Year 5 Option (FY30): $123,805.97 initial plus $40,000.00, bringing total to $163,805.97
The total contract increase for the full three (3) years, plus two (2) optional years, is $290,000.00.
Financial Impact
Funds for the original agreement are allocated in accounts 1005000-443200 and 1005000-460180. To cover the additional Emergency Management Agency vehicle upfitting costs, supplemental funds will be allocated from account 3008040-570200.
