Title
SCADA System Firewall Replacement
History
The Village of Orland Park operates a water distribution system and sanitary/storm collection system across twenty-five (25) different locations. These sites include seven (7) water towers, three (3) booster stations, one (1) main pumping station, thirteen (13) lift stations, and one (1) storm station.
The Utility Division of Public Works has used the Supervisory Control and Data Acquisition (SCADA) system since 1985. The system provides twenty-four (24) hour monitoring and controls for the Village’s water and sanitary system.
The Village of Orland Park has two (2) SCADA firewalls, one (1) at Village Hall and one (1) at the Main Pump Station (MPS), to secure and protect network communications within the SCADA environment. Fortinet, the device manufacturer, will end support for the firewalls in July 2026. This poses a problem not only for part replacements but also for firmware upgrades and security patches, which are necessary to keep the device up to date.
Concentric Integration recommends replacing the firewall at Village Hall with a new Fortinet Firewall Appliance and switching the firewall at MPS to a managed network switch. The MPS firewall was intended to facilitate a failover communications path using a point-to-point link; however, the Village elected not to install it. Therefore, the MPS firewall is no longer needed.
The Fortinet Firewall at Village Hall will remain in its physical location, providing the Village with enhanced protection and, most importantly, ongoing updates. As part of this proposal, all firewall services, including device replacement, if necessary, will be quoted for five (5) years.
Due to the complexity of the current SCADA system and the historical knowledge of critical Village’s water system, a sole source proposal for equipment and software upgrades was requested from Concentric Integration of Crystal Lake, Illinois. Concentric has an overall understanding of the project, ...
