Intergovernmental Agreement with the Illinois Department of Natural Resources for Flood Hazard Mitigation Program Funding
History
The Village of Orland Park applied for funding through the Illinois Department of Natural Resources' (IDNR) Flood Hazard Mitigation Program for the acquisition of property at 17001 Wolf Road. The purpose of the program is to reduce long-term flood risk and associated damages through the acquisition of properties in the floodplain.
IDNR has approved funding for the project and has provided the Village with an Intergovernmental Agreement (IGA) establishing the terms and conditions for acquiring the property, demolishing the structures, and restoring the area to permanent green space. The Village is already working on a flood hazard mitigation project south of this property and that project will be expanded to include this property, if acquired.
The total estimated cost of the acquisition, demolition, and restoration is $1,038,072.00. The entire amount is reimbursable by IDNR. Any costs over that amount will be the responsibility of the Village.
Staff recommends entering into an IGA with IDNR for the acquisition of the property at 17001 Wolf Road.
Financial Impact
The funding will be included in the FY27 Budget.

I move to adopt Resolution, entitled: RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH THE STATE OF ILLINOIS AND THE VILLAGE OF ORLAND PARK APPROPRIATING FUNDS FOR FLOOD HAZARD MITIGATION FUNDING FOR THE ACQUISITION OF THE PROPERTY AT 17001 WOLF ROAD;
AND
Authorize the Village Manager to execute all related contracts, subject to Village Attorney review.
