George Brown Commons Demolition and Site Restoration - ITB 25-008
History
On January 22, 2025, the Village issued Invitation to Bid (ITB) 25-008 “George Brown Commons Demolition and Site Restoration,” requesting the services of a qualified contractor for the demolition, removal, and proper disposal of the existing building and various site elements within the boundary extents as identified within the Bid Documents. The site must be then backfilled to existing grade, the site restored with turf grass, and three (3) existing flag poles be removed and set aside for the Village to reuse. It should be noted that George Brown Commons was previously also known as the Veteran’s Center before this facility was moved to 14761 West Ave.
During the four (4) weeks that the bid was open for review, thirty-nine (39) firms downloaded either partial or complete bid packages. ITB 25-008 was opened on February 19, 2025, at which point six (6) firms submitted bids. All qualifying bid packages and an audit of the bid submittals are attached for reference. A summary of the bid prices is provided below and on the attached “ITB 25-008 Bid Compliance Summary”.

It should be noted that after the ITB had closed, an email was sent from the “Indiana, Illinois, and Iowa Foundation for Fair Contracting” to inform the Village that on November 2, 2022, the Illinois Department of Labor (IDOL) issued Anthem Excavation & Demolition, Inc. a notice of first violation for failure to pay the prevailing rate of wages to workers on a public works project. The violation notice states that while IDOL had received payment of the underpaid amounts, the violations found during the investigation require issuance of a Notice of Violation to Anthem.
