History
On August 4, 2025, the Village Board awarded the Downtown Orland Park Utility Relocation Construction Observation Engineering Services contract to Patrick Engineering Inc. (dba RINA). The scope of services is to provide construction observation to ensure the relocation of Village-owned utilities is completed in accordance with the approved contract plans and documents.
Following the finalization of the proposed design for Hero's Park within Downtown Orland Park, two underground detention vaults were added to the project. This vault requires additional construction observation that was not included in the original utility relocation observation scope.
Financial Impact
The fee for additional services provided in the proposed Supplement #1 is $16,943.00, based on an hourly not-to-exceed structure. All costs are being funded through the Downtown Village’s Tax Increment Financing (TIF) district.
Recommended Action/Motion
I move to approve a contract amendment with Patrick Engineering, Inc. (dba RINA) to increase the total not-to-exceed contract amount by $16,943.00 for a revised total not-to-exceed contract amount of $62,251.00, and as fully presented.

I move to approve and authorize the execution of Change Order #1 / Addendum A to the Professional Services Agreement with Patrick Engineering, Inc. (dba RINA) of Chicago, Illinois for Downtown Orland Utility Relocation, Construction Observation Services to increase the total not-to-exceed contract amount by $16,943.00 for the additional scope of services outlined in the attached Supplement #1 proposal, dated September 25, 2026 for a revised total not-to-exceed contract amount of $65,251.00;
AND
Authorize the Village Manager to execute all related contracts, subject to Village Attorney review.
