-Sets operational standards: engines off except for arrival/departure, no racing, burnouts, drifting, excessive noise, or other prohibited conduct.
-Event organizers are responsible for compliance; repeated violations may result in denial of future permits.
3. Automated Speed Enforcement
-Authorizes installation and use of automated speed enforcement systems in designated safety zones.
-Establishes penalties for vehicles cited three or more times in a twelve-month period, including nuisance citations.
-Provides for notice, hearing, and grounds for contesting violations.
4. Penalties and Enforcement
