RECON Smart Screen - Purchase
History
In January of 2016, the Village of Orland Park purchased a single screen Use of Force Simulator from TI Training. The purchase and use of a Use of Force Simulator met the requirements outlined in the Police and Community Relations Improvement Act, signed into law in 2015, that mandated law enforcement officers must satisfactorily complete approved Illinois Law Enforcement Training and Standards Board scenario-based training on an annual basis (Illinois Police Training Act (50 ILCS 705/7). In 2021, the SAFE-T Act was initially passed and signed into law. Amongst other requirements, the SAFE-T Act requires officers to complete (12) hours of hands-on, scenario-based role playing every three (3) years. In 2025, the Village of Orland Park upgraded the single screen use of force simulator to a three (3) screen set-up which is located at the Police Training Facility/EOC. In the first quarter of 2026, the simulator was utilized for mandated training and accounted for 367.5 hours of mandated training hours for 105 Officers.
With the recent upgrade in 2025, current training firearms/tasers would be compatible with adding two (2) additional screens. The additional screens would provide a wider field of view which further challenges an officer’s situational awareness and decision making. The additional screens will improve the overall training capabilities of the Village of Orland Park which is an important factor as other municipalities are renting the Police Training Facility/EOC. Purchasing the additional screens continues to build upon the Department’s existing investment in the TI Recon 180 system by expanding the capabilities of equipment already owned and incorporated into the Department’s training program without the need to implement an entirely new simulator system.
