History

The purpose of this project is to demolish, remove, and dispose of the pedestrian boardwalk at Centennial Park and provide restoration to the boardwalk area. The substructure along the walkway is in disrepair due to heaving of the foundations, which creates a safety concern because the deck system is unstable. On April 14, 2026, ITB #26-032  - Centennial Boardwalk Demolition was issued to solicit bids from qualified construction firms to demolish and remove approximately 700 feet of pedestrian boardwalk, foundations, and an entire gazebo, as well as landscaping and restoration.

 

On May 12, 2026, a total of two (2) construction firms submitted bids to this ITB, as shown below:

 

1. Baxter & Woodman Natural Resources LLC - $150,650.00

2. V3 - $183,027.00

 

Staff recommends entering into an agreement with Baxter & Woodman Natural Resources LLC at the proposed cost of $150,650.00 and allowing a contingency of 10%, $15,000.00, for unforeseen circumstances.

 

Financial Impact

This project is being funded through the Engineering Capital Improvement Project fund.

 

Recommended Action/Motion

I move to approve and adopt the Centennial Boardwalk Demolition, Construction Project as full presented.

I move to approve and authorize the execution of a Contractor Agreement between the Village of Orland Park and Baxter & Woodman Natural Resources LLC of Crystal Lake, Illinois for Centennial Park Boardwalk Demolition, Construction for a total not-to-exceed contract amount of $150,650.00;

 

AND

 

Approve a project contingency in an amount not to exceed $15,000.00 (10% of bid costs) for unforeseen conditions;

 

AND

 

Authorize the Village Manager to execute all related contracts, subject to Village Attorney review;

 

AND

 

Authorize the Village Manager to approve change orders not to exceed the contingency amount.
