History
RFP# 26-041 - Wetland Mitigation Credit Study was issued on May 12, 2026, to solicit proposals from qualified and experienced engineering firms to evaluate properties within the Village for their potential to generate wetland mitigation credits. The study is intended to determine whether viable opportunities exist to establish a wetland mitigation bank and sell credits to developers.
A total of eight (8) consultants submitted responses to the RFP. During the proposal review and interview process, staff requested revised proposals based on scope clarifications. The Selection Committee’s evaluation was based on the final proposals received.

4. Patriot Engineering and Environmental, Inc. - $85,950.00
5. Farnsworth Group, Inc. - $88,600.00
6. RES Environmental Operating Company, LLC - $92,065.00
7. Civiltech Engineering, Inc. - $98,586.70
8. GSG Consultants, Inc. - $340,462.00
The Selection Committee reviewed and ranked the RFP responses based on the following selection criteria defined in the RFP:
- Proposal Cost (20%)
- Similar Project Experience (30%)
- Project Team's qualifications and experience, especially key personnel such as the Project Manager, proposed to perform the work (20%)
- Project Understanding and Approach (20%)
- Selection Team Discretion (10%)
Based on the established evaluation criteria, V3 Companies, Ltd. was determined to be the most qualified and responsive firm to provide the best overall value for the project and the Village. Staff recommends V3 Companies, Ltd. be approved as the engineering consultant for an hourly not-to-exceed cost of $23,000.00 for the Wetland Mitigation Credits Study.
Financial Impact
This project is sufficiently funded through the FY2026 Capital Budget.
