History
The Engineering Department issued a Request for Qualifications (RFQ #26-035) for Phase III Construction Engineering Services for the 143rd Street Widening from Highland Avenue to Southwest Highway project. The project received federal construction engineering services grant funding of $1,500,000.00 through the Surface Transportation Program (STP). Since the project received federal funding, it was required that the Village utilize a Quality Based Selection (QBS) process with cost negotiation only after the initial selection was made. The QBS process was previously approved by the Village Board and IDOT.
The following nine (9) engineering consultants submitted their responses:

2. Baxter & Woodman, Inc.
3. Bowman Consulting Group, Ltd.
4. Christopher Burke Engineering, Ltd.
5. DLZ, Inc.
6. EXP U.S. Services, Inc.
7. Tecma Associates, Inc.
8. Thomas Engineering Group, LLC
9. V3 Companies, Ltd
The Selection Committee ranked the RFQ responses based on the following selection criteria defined in the RFQ:
- Firm Experience and Capacity - 25%
- Staff Qualifications - 35%
- Project Approach and Understanding - 30%
- Selection Committee's Discretion - 10%
After reviewing the qualifications and conducting interviews, staff selected Alfred Benesch & Company as the most qualified firm for this project.
In accordance with the QBS process, staff initiated the scope of services and professional fees negotiations with Alfred Benesch & Company. After several rounds of negotiation, staff is recommending that Alfred Benesch & Company be approved as the consultant for Phase III Construction Engineering Services for 143rd Street Widening from Highland Avenue to Southwest Highway project in the amount of $1,960,298.00.
