2026 Resolution for Improvement Under the Illinois Highway Code - Rebuild Illinois Bond Funds
History
On June 28, 2019, Governor Pritzker signed the REBUILD ILLINOIS Capital Plan to fund transportation projects and improvements, along with many other investments. Municipal allocations were distributed based on the regular Motor Fuel Tax (MFT) formula. These Rebuild Illinois (RBI) distributions are not MFT distributions but rather grants made from bond sale proceeds that must be tracked separately as RBI expenditures. The Illinois Department of Transportation (IDOT) requires the Village to pass a resolution for the utilization of RBI funds.
IDOT allowed the Village of Orland Park to divide its RBI funds into two (2) phases, the Neighborhood Road Improvement Program Phase I and the Neighborhood Road Improvement Program Phase II. On July 7, 2025, a resolution was passed authorizing the use of all remaining available RBI funds, which totaled $1,247,000.00. Of that, $655,000.00 was then allocated to the Neighborhood Road Improvement Program Phase II by further Resolution. Phase I of the Neighborhood Road Improvement Program, which contained $592,000.00 of the original funds, remains overbudgeted. Therefore, staff seeks authorization to shift $148,000.00 of the $592,000.00 Neighborhood Road Improvement Program Phase I funds to Phase II, resulting in a Phase II allocation balance of $807,000.00 and a Phase I allocation balance of $440,000.00. The overall approval of $1,247,000.00 has not changed.
A resolution is required to authorize the transfer of $148,000.00 of RBI funds from the Neighborhood Road Improvement Program Phase I to the Neighborhood Road Improvement Program Phase II.
