Special Event Permit for World of Illumination, LLC Holiday Drive-Through Light Show (450 vehicles per day)
History
At the December 6, 2021, Board meeting, the Village Board approved an ordinance amending the Special Events Permit authorizing the Village Manager to approve events under 100 persons and requires Village Board approval for larger events. Special events held on Village grounds are processed through Recreation and Parks, while events not held on Village grounds are processed through Development Services.
World of Illumination, LLC has submitted a Special Event Permit Application to have a holiday drive-through light show at Orland Square Mall. They will set up on the lower level of J.C. Penney's parking lot and will begin installation on October 14, 2026 (site map attached). The show will start November 13, 2026, and run through January 3, 2027. The show will be closed on November 16, 23, and 30, 2026. The hours will be 6:00 p.m. to 10:00 p.m., Monday through Sunday. The average vehicle attendance per day is 450.
Financial Impact
The organizer will be subject to all applicable permits, staffing, and rental fees.

I move to approve permitting World of Illumination, LLC to host a drive-through light show November 13, 2026, to January 3, 2027, contingent upon meeting all of the Village's permitting requirements, payment of fees, and inspections.
