Rebuild Illinois Roadwork Phase 2 - ITB #26-053

History
The Rebuild Illinois (RBI) Roadwork Program includes the maintenance and reconstruction of various roadways/streets throughout the Village. Between May 2020 and September 2022, the Village received a total of $3,741,168.66 in six (6) installments of $623,258.11 each. The Engineering Department used some of these funds for various projects, leaving a balance of $1,247,056.22. The Illinois Department of Transportation (IDOT) is requiring the remaining RBI money to be spent in 2026, or it will need to be returned. The RBI Roadwork Program will utilize these funds.

On April 6, 2026, the Board approved Rebuild Illinois Roadwork Phase 1, for improvements to the Catalina East neighborhood, including Evergreen Drive, Aubrieta Lane, and 153rd Street (between 73rd Avenue and Catalina Drive), as well as 152nd, 153rd, and 154th Streets (between 73rd Avenue and Harlem Avenue). The total cost of the project was $432,369.50, leaving a balance of $814,686.72.

Under Rebuild Illinois Roadwork Phase 2, streets scheduled for resurfacing and reconstruction will utilize the remaining allocation. Streets to be improved are 80th Avenue (from 143rd Street to Binford Drive), West Avenue (from 143rd Place to 151st Street), and El Cameno Real Drive, Cordoba Court, and La Reina Street. In addition to pavement-related work, repair and/or replacement of hazardous sidewalks, failed curbs, and deteriorated storm sewer structures will be performed on an as-identified basis. In all project areas, all non-compliant sidewalks, most notably at street crossings, will be upgraded in accordance with the Americans with Disabilities Act (ADA).

To initiate this phase of the RBI Roadwork Program, Invitation to Bid (ITB) #26-053 Rebuild Illinois Roadwork Phase 2 was published on BidNet Direct from July 2, 2026, to July 23, 2026. During that time, forty-three (43) total interested bidders downloaded the documents, thirteen (13) vendors were ...
