143rd Street Widening, Metra Agreement for Railroad Crossing Improvements and Engineering Reimbursement
History
The Engineering Department is actively working on the design of 143rd Street widening. The construction of roadway section from Southwest Highway to West Avenue is scheduled for late 2026. One of the major improvements of this roadway section is the redesign and reconstruction of the railroad crossing located at the intersection of Southwest Highway and 143rd Street. Metra recently informed the Village that for projects like 143rd Street, Metra requires the municipalities to cover the costs for Metra's engineering and review times. For the 143rd Street widening project, Metra will be providing the following professional services:
- Grade crossing diagnostic reviews
- Engineering study
- Preliminary grade crossing design
- Preliminary engineering design
- Cost estimates
The estimated costs for the above services is $50,000. This cost is provided by Metra. Refer to the attached agreement prepared by Metra. Metra is requesting that this agreement be executed by the Village. This agreement is reviewed and approved by the Village Attorney.
Financial Impact
The financial impact on the 143rd Street widening project is $50,000. As mentioned above, staff recently learned about this requirement and, therefore, it was not included in the Capital Improvement Project budget for 2025. A $50,000 request will be included in the next budget amendment, which will be used to pay for Metra's services.
Recommended Action/Motion
I move to approve and authorize the execution of the attached Metra Agreement for the total not-to-exceed amount of $50,000 for the work outlined in Metra's agreement;
AND
Authorize the Village Manager to execute all related agreements, subject to Village Attorney review.
