Special Event Permit - 144th Place Halloween Block Party
History
The 144th Place Block Party Team has submitted a Special Event Permit request (attached) to host a Halloween block party on Saturday, October 31, 2026, from 12 p.m. to 11:30 p.m. using 144th Place from Beacon Avenue to West Avenue. The block party will include closing 1st Avenue and 144th Place from Beacon to West Ave. 2nd and 3rd Avenues will be open, however, barricades will be set up to block through traffic. 144th Street will remain open without any barriers (see attached map).
Attendance is expected to be approximately 200 or more depending on the weather and the number of trick-or-treaters. Clean-up and tear-down will take place beginning at 6 a.m. on Sunday, November 1, 2026.
The block party will include trick-or-treat stations, food and beverages including alcoholic beverages. Those attending will bring preferred food and beverages. The group is exploring including a food truck.
All event logistics will be required to adhere to Village guidelines, be reviewed and approved by the Village in advance of a permit being issued for the block party.
Financial Impact
Per Village code Title 3-9, there are no fees for resident's hosting a block party.

I move to approve permitting the 144th Place Block Party Team to host a Halloween block party on Saturday, October 31, 2026, from 12 p.m. to 11:30 p.m. using 144th Place from Beacon Avenue to West Avenue, contingent upon meeting all Village permitting requirements.
