Intergovernmental Agreement with the State of Illinois and the Village of Orland Park Appropriating Funds for the 143rd Street Widening Project
History
The Village applied for and received the following grant funding for the 143rd Street Widening project from Highland Avenue to Southwest Highway:
· Federal Surface Transportation Program (STP) funding in the amount of $3,000,000.00 ($1.5 million for Construction and $1.5 million for Construction Engineering)
· Federal Congressional Direct Spending (CDS) in the amount of $7,000,000.00 (Construction)
· State funding from the Illinois Department of Transportation (IDOT) in the amount of $10,000,000.00 (Construction)
The attached agreement reflects project costs of $24,700,000.00. The total project cost based on latest estimates is currently $26,500,000.00, of which $20,000,000.00 is provided for by the above grants. The Village would be responsible for the estimated remaining amount of $6,500,000.00. The final numbers will be based on bids received by IDOT and any changes during construction.
IDOT is leading the construction portion of the project, which is targeting a November 6 letting as State Job Number C-91-003-27. Upon completion of the project, IDOT will invoice the Village for the required local match and any project costs exceeding the federal participation.
The Village will fund the Phase III Construction Engineering portion, and will progressively invoice IDOT for the 80% federal portion, which is a maximum of $1,500,000.00. Any costs exceeding the federal participation will be the Village's responsibility.
Financial Impact
There is sufficient funding in the FY2026 Budget for the project.
