143rd Street and LaGrange Road Watermain Improvement - Bid Award
History
As part of the proposed 143rd Street and LaGrange Road Intersection Improvement, significant watermain replacement and additions are required. The existing cast iron mains in the area are plagued by nuisance leaks. Additionally, with the widening of LaGrange Road, parallel mains on each side of the street are necessary to provide adequate fire protection and minimize water service crossings. Extension of these improvements will continue as part of the future 143rd Street and LaGrange Road Improvement projects.
Design engineering and bid documents were completed by V3 Companies as part of the overall intersection improvement. A request for bids for the watermain improvement was advertised in the SouthtownStar Newspaper on Monday, November 9, 2009. Twenty (20) contractors attended a mandatory pre-bid meeting conducted at Public Works on Tuesday, November 17, 2009, with the final bids due Wednesday, December 2, 2009.
Ten (10) bids were received for the project. The low bidder, Brothers Asphalt Paving, Inc. of Addison, Illinois, submitted a bid totaling $1,202,739.
On December 14, 2009, this item was reviewed and approved by the Public Works and Engineering Committee and referred to the Board for approval.

Financial Impact
There is $500,000 currently available in the Fiscal Year 2009 Budget and will be rolled into the Fiscal Year 2010 Budget. The remaining $733,482 is budgeted in Fiscal Year 2010.
Recommended Action/Motion
I move to approve awarding the bid for the 143rd Street and LaGrange Road Watermain Improvement to Brothers Asphalt Paving, Inc. of Addison, Illinois, for an amount not to exceed $1,233,482 ($1,202,739 plus $30,743 contingency);
and
Approve authorizing the Village Manager to execute the contract.
