History
The Public Works Department currently maintains one hundred ninety-five (195) stormwater basins and has active stewardship contracts to manage the shorelines of one hundred seventeen (117) of them. These stewardships are effective at reducing the rate of degradation of the basins, but natural processes like erosion are impossible to eliminate completely. Two (2) of the Village’s stormwater basins - Caro Vista Pond and Golfview Pond - require work to repair their eroded shorelines that go beyond the normal scope of the storm basin stewardship contracts.

Caro Vista Pond is a wet pond located in the Caro Vista subdivision. Erosion has severely impacted this pond’s shoreline, particularly along the eastern half of the pond. The stormwater infrastructure connected to this pond has also been impacted by the shoreline degradation, as storm sewers are becoming cracked and disjointed.

Golfview Pond is a wet pond located in the Golfview West subdivision. For most of its history, this pond’s easternmost shore was treated as private land and not maintained by the Village. Subsequently, in 2025, a previously unrecorded April 1982 quitclaim deed was discovered, revealing that the eastern shoreline had indeed been conveyed to the Village. The eastern shoreline is severely eroded and requires reconstruction to be brought up to Village standards.

Due to the severity of the erosion at these locations, Public Works chose to solicit professional engineering services to design these shoreline reconstruction projects prior to construction.

On September 4, 2026, Public Works issued formal RFP #26-070 “2027 Shoreline Restoration Design Engineering” via Bidnet Direct to request design engineering services for these shoreline reconstructions. The posting ran until September 24, 2026, during which time forty-nine (49) interested companies downloaded the project documents. Three (3) of these companies ultimately su...
