History
On October 6, 2025, the Village adopted Ordinance 2526, which instituted a temporary 9-month moratorium on 14 land uses while Staff conducted analysis of regulations, licensing requirements and implications for the Comprehensive Plan Update. The temporary moratorium has been a period of analysis of regulations connected to certain land uses and business licensing that advance the goals of identifying development objectives that prevent the overdevelopment of certain specific types of businesses, to protect the viability of the current businesses present in the Village, and to reduce the potential for unstable commercial turnover.

Staff has analyzed market trends, reviewed the Village’s existing regulations and internal processes, and evaluated regulations and procedures from peer communities. While significant progress has been made and opportunities have been identified for consideration, Staff is recommending an extension of the temporary moratorium until December 31, 2026 to further that work, review the results of neighboring actions and provide additional recommendations upon the acceptance, approval, and issuance of new business licenses, and the acceptance, approval, and issuance of zoning relief, for the following uses as defined herein for the purposes of this Ordinance.

Additionally, Staff is recommending the category of day care establishments be added to the land uses for review. The moratorium will apply only to new applications; issuance of business licenses and/or zoning relief to existing licensed businesses will not be affected, and the moratorium will only apply to applications completed and filed after the passage of this Resolution, exempting any businesses with complete applications prior to the effective date:
