V3 2026 Storm Basin Stewardships - Change Order #1 and Contract Addendum A

History
The Public Works Department currently maintains one hundred ninety-five (195) stormwater basins and has active stewardship contracts to manage the shorelines of one hundred seventeen (117) of them. The Utility Division has been working with Village pre-qualified Ecological Restoration Contractors (ERCs) to restore ponds in poor condition and maintain the quality of ponds in good condition.

On January 19, 2026, the Village Board authorized a contract with V3 Construction Group, LTD (V3) for 2026 Storm Basin Stewardships (see 2026-0078). Under this contract, V3 maintains twelve (12) stormwater basins from FY26 through FY29. This is in addition to twenty-three (23) stormwater basins that V3 currently maintains under a separate contract.

The Village Board approved $226,500.00 in funds for the 2026 Storm Basin Stewardships contract and management of the twelve (12) included ponds.

Throughout the FY26 stewardship year, it became clear that a previously unmanaged stormwater basin area immediately north of Green Knoll Pond, located at 11301 Steeplechase Parkway, required native vegetation maintenance. This area is currently dominated by invasive vegetation species and requires both weed clearing and native species planting to be brought in line with the Village’s stormwater basin standards. As this unmanaged area directly borders Green Knoll Pond which is under V3’s management, a change order proposal was requested from V3 for stewardship of this additional pond area.

V3’s proposal includes native vegetation management and weed control at this additional pond area beginning in FY27 and continuing through FY29. The total additional funds required for three (3) years of stewardship at this location come to $19,000.00. A breakdown of the additional per-year costs is below:

FY27
Per-visit cost: $3,125.00
Four (4) visits per year
FY27 TOTAL: $12,500.00

FY28
Per-visit cost: $800...
