Nancy---I think the best thing to do is to add the wording below in two places:  (1) in Section 1-3-2, at the end of the definition of Fiscal Year, and  (2) in Section 4-3-1-1,  just before the words :Bills may be paid by VISA....." 

I don't think you need to change the explanation part in the water billing section for the new fiscal year because I think it will be clear that when a Fiscal Year begins and ends in the same calendar year, that's also the Fiscal Year.

Here's the wording---

 "Effective January 1, 2010, the fiscal year of the Village will be January 1 to December 31.  The fifteen-month period from October 1, 2008 to December 31, 2009 will be a modified fiscal year."

I've looked for the other references to "fiscal year" in the code and don't think that the Title 4 or Title 7  references need any change.  Also Title 1, Ch. 3 and 12 are fine.  But I can't find the references in Title 1 Chapters 5 and 7---they are just too long.  Can you look again and find which pages the references are on and tell me?

We'll get this done yet!
