RESOLUTION WAIVING REQUIREMENT OF COMPETITIVE BIDS AND AWARDING CONTRACT FOR MAINTENANCE AND RECONSTRUCTION OF VARIOUS VILLAGE ROADWAYS AND STREETS TO AUSTIN-TYLER CONSTRUCTION, INC. (2019 NEIGHBORHOOD ROAD IMPROVEMENT PROGRAM - PHASE 2)

WHEREAS, the Village of Orland Park (“Village”) has annually embarked on a road improvement program to maintain and reconstruct Village roadways and streets based upon a schedule established in coordination with the village’s pavement management consultant.; and

WHEREAS, following receipt of competitive bids, the Village did, on May 6, 2019, authorize and approve a contract with Austin-Tyler Construction, Inc., the lowest responsible bidder for maintenance and reconstruction of certain Village roadways and streets in accordance with the 2019 Neighborhood Road Improvement Program - 2019 (“Program”); and

WHEREAS, the Village President and Board of Trustees have determined that additional Village roadways and streets as hereinafter identified are in need of repair and reconstruction and that the Program should be expanded to Phase 2 as a separate road maintenance and reconstruction project; and

WHEREAS, on May 28, 2019, Austin-Tyler submitted a proposal to contract with the Village to undertake and complete the Phase 2 portion of the Program utilizing the same unit pricing as set forth in the contract for the first phase of the Program work approved by the Village President and Board of Trustees on May 6, 2019; and

WHEREAS, the Village President and Board of Trustees have determined that it would be more cost effective, more timely and in the best interests of the Village to award a contract to Austin-Tyler Construction, Inc. for Phase 2 of the 2019 Neighborhood Road Improvement Program based on Austin-Tyler’s proposal of May 28, 2019, and pursuant to the powers and authority of the Village as a home rule municipality to waive any requirements for competitive bids for such work as to do so would result in the work ha...
